This National Service Plan 2014 (NSP2014) is the first annual plan presented by the Directorate of the Health Service following the enactment of the Health Service Executive (Governance) Act 2013. It sets out the type and volume of services, as required under legislation, which will be provided within the funding provided by Government.

The Service Plan sets out the type and volume of services the HSE will provide directly, and through a range of funded agencies, during 2014. These health and social care services must be delivered within the €13.120 billion funding provided by Government and within the stipulated employment levels.

The National Service Plan sets out the work of the Health Service in 2014 in the areas of:

· Quality and patient safety

· The reform of services

· The services that will be delivered across the full range of acute hospital, community, personal and social care services

The Plan also describes the funding framework for 2014 together with the staffing levels available to deliver these services across the country.
