In 2005, West Norfolk Primary Care Trust, supported by the UEA/ NHS Health Economics Support Programme (HESP) at the University of East Anglia developed a â?~whole systemâ?T prioritisation process to guide its commissioning process.

A process based on a multi-criteria analysis was developed, and a total of 43 bids were received in the pilot year of the process
(2005/06). This report constitutes the qualitative analysis of the process and is based on the outcome of a workshop held in February 2006, and analysis of feedback forms completed by stakeholders in the process.
